Korean 풍수지리 (pungsu-jiri, Korean geomancy, "the logic of wind, water, and land") has a piece of advice for people who cannot read terrain and cannot afford someone who can.
If you cannot tell what a site is doing, take 평지 (pyeongji) — flat ground. Not the hilltop unit with the view. Not the complex carved into a slope. The unremarkable flat lot.
There is a catch, and it is the whole subject of this article. In Korea, a great deal of flat ground was not flat until somebody made it flat — and the tradition does not treat the two as the same thing.
Why Flat Is the Shortcut
Energy is described as moving through land the way water does: downhill. A steep site lets it run straight through before anything settles. Flat ground gives it a reason to slow and stay.
That is the entire argument for flat as a default. It does not promise a 명당 (myeongdang, an auspicious site where energy gathers). It sharply reduces the odds of choosing somewhere energy simply passes through.
Which makes it a filter rather than a goal. Use it to rule things out, not to rule something in.
Natural Flat and Engineered Flat Are Not the Same Site
Korea has been building at speed for fifty years, and level ground in good locations is expensive. So developers make it.
There are two methods. 절토 (jeolto) cuts into a hillside. 성토 (seongto) piles fill onto low ground. Usually a project does both — cut the high side, fill the low side, meet in the middle at a level pad.
The result looks flat. The brochure renders flat. On the day you visit, it is flat.
Pungsu draws a hard line here, and the reasoning is at least internally consistent. Energy is held to move through original, undisturbed soil.
Cut a hillside deeply or bury a valley under fill and that continuity is broken — the ground above may be perfectly level and still, in this framework, be sitting on an interruption rather than on a foundation.
The useful analogy is a diverted river. Put it through a concrete channel and the water still moves. What is gone is the riverbed — what grew in it, what collected there, the thing that took centuries to arrange itself.
You do not have to accept that reasoning to find the underlying question worth asking. Whether the ground under a building is original or imported is a real fact about a property, and almost nobody checks it.
Five Tells You Can Read From the Pavement
You can usually work this out before you ask anyone anything.

The trees are the most reliable of the five. A mature tree cannot be relocated vertically. If a row of old trees at the boundary sits two metres above the building pad, that is where the ground used to be, and everything below it was excavated.
The boundary tell is the one people feel without articulating. A complex on heavy fill often does not quite connect to the neighbourhood around it — there is a wall, or a step, or a retaining structure where a street should simply continue. The built ground and the natural ground no longer agree, and the seam shows.
What the Public Record Actually Says
You do not have to rely on guesswork, and you should not rely on being told.
Under Korea's development-permit rules, earthworks involving cutting or filling of two metres or more require a development permit. That threshold matters because it means significant grading generates a paper trail rather than disappearing into the construction process.
Three documents are worth pulling:
The 건축물대장 (building ledger) records the finished floor level, which you can compare against the surrounding grade. The 토지이용계획확인원 (land-use plan certificate) shows what the land was zoned and permitted for. Development-permit records held by the local authority cover the earthworks themselves.
You can also simply ask the agent whether the site was cut or filled.
Be aware that a Korean agent's statutory duty is to verify and explain a property's condition and to produce supporting documents on request. That is not the same as a specific legal obligation to volunteer a cut-and-fill history. Ask directly, and ask for the document rather than the summary.
Look at the Site Before It Was Built
This is the step almost nobody takes, and it settles the question faster than any of the visual tells.
Korean map services keep historical imagery, and you can use it to see the ground before the complex existed.
Kakao Map's roadview has a date slider. Open street view at the site and step backwards through the available years. On anything built in the last decade or so you will often find the plot mid-construction, or still a hillside, or still a field.
Whatever was cut or filled is visible in the before image in a way it never will be in the after.
Naver Map carries a terrain layer that shades elevation. Switch it on and the surrounding contours appear — which tells you whether a level pad sits naturally in a level area or has been carved out of a slope.
Historical aerial photography is public. Korea's national spatial information services hold aerial imagery going back decades, and comparing an old frame against a current one is the closest thing to a definitive answer available without a survey.
Ten minutes with these will tell you more than an afternoon of walking the boundary, and you can do it before you ever book a viewing.
The Settlement Question
There is a structural version of this concern that has nothing to do with energy, and it is worth separating out.
Filled ground settles. How long that takes depends on the fill material and how well it was compacted — settlement can finish soon after construction, or continue for three years or more where the underlying ground is soft.
On genuinely soft ground the sequence runs longer still: immediate settlement, then primary consolidation as pore water is squeezed out, then secondary compression as the soil rearranges under load. The last stage is slow and can leave residual movement for years.
The problem is that differential settlement — one part of a structure sinking faster than another — is largely invisible while it happens. It tends to be noticed after a foundation cracks or a building visibly tilts, not before.
None of which means avoid every filled site. Korean engineering handles this routinely and most large developments are fine. It means the question is a legitimate one to raise, and that a surveyor can answer it in a way this article cannot.
When Flat Is Still the Wrong Site
Flat is a filter, and filters produce false positives.
A site can be perfectly level and still sit at the bottom of a bowl, where the tradition says energy collects but then stagnates rather than circulating. Standing water and still, heavy air are the physical version of the same complaint.
It can be flat and badly oriented — north-facing, in permanent shade from a taller neighbour.
It can be flat and completely unsheltered, with nothing on any side to break the wind. Pungsu calls a site like that a 흉지 (hyungji, an inauspicious site) despite the level ground.
So flat clears the first hurdle. It does not clear the course.
Frequently Asked Questions
Does this matter more for an apartment than a house?
Yes, and for a practical reason rather than a mystical one.
With a standalone house you retain options. You can plant, re-landscape, change how the entrance meets the road, add 비보 (bibo, corrective measures) over time.
With an apartment you inherit the developer's site decision permanently and cannot alter one square metre of it. Whatever the ground is, it is what every unit in the complex is built on.
What is actually wrong with a hillside apartment if the view is good?
The view is real and this framework does not dispute it. The concern is underfoot.
On a steep site, energy is described as running through continuously with nothing to hold it — the opposite condition to a myeongdang.
There is also a mundane version. Hillside complexes involve more cut, more fill, and more retaining structure than flat ones, which means more drainage engineering to get right. The visual appeal and the ground conditions are pulling in different directions, and only one of them is in the brochure.
How do I actually check whether a site was filled?
Start with the pavement. Compare the complex entrance to the street outside it, and look at where the mature trees sit relative to the building pad.
Then go to the documents — the building ledger, the land-use certificate, and the local authority's development-permit records. Earthworks of two metres or more required a permit, so substantial grading is on file somewhere.
Ask the agent as well, but ask for the paperwork rather than the answer.
My apartment is already on a heavily reworked hillside. What now?
You cannot change the ground, so work on what is inside it.
Put furniture against solid walls so seating and sleeping positions have backing. Keep the 현관 (hyeongwan, entrance hall) clear and uncluttered. Add living plants, which the tradition treats as bringing active energy indoors.
These are bibo — corrections for conditions you cannot physically alter. They will not turn a weak site into a strong one, and anyone claiming otherwise is selling something. They address the part you control, which is not nothing.
Why does the tradition care whether flatness is natural?
Because the claim is about soil continuity, not about geometry.
Energy is held to travel through living, unbroken earth. Cut through it or bury it and the channel is interrupted, whatever the surface looks like afterwards.
Whether you take that literally or not, it produces the same practical instruction as an ordinary structural inquiry: find out what is under the building before you commit to living on top of it.
Before you open a single listing photo tonight, open a satellite map and look at the ground around the complex instead. Level land ringed by gently rising ground is the shape you are looking for — and if the level part looks suspiciously rectangular against everything near it, you have your first question.
